On devnet today, the winning ticket is a deterministic hash of the round number, the ticket count and a fixed reference, anyone can recompute it from public inputs, and the draw is idempotent. On mainnet the draw upgrades to on-chain VRF (Switchboard / ORAO): verifiable randomness requested and proven on-chain, with the VRF proof stored against the round. No house edge on the draw, the entire pot pays out to the winner.
